Overview of OBDRS Portal

The Government of Odisha, under the Health & Family Welfare Department, has a dedicated online platform called the **Odisha Birth and Death Registration System (OBDRS)**. This portal facilitates the registration of birth and death events and the issuance of certificates, as per the provisions of the Registration of Births and Deaths (RBD) Act, 1969. The system digitizes the process, allowing citizens to apply and download certificates from the comfort of their homes.

How to Apply for a Birth Certificate

To register a birth and obtain a certificate, follow these steps. For births that occur in a hospital, the institution is responsible for reporting the event. For domiciliary births, the family must report the event to the concerned Registrar.

  1. Register Online: Visit the official OBDRS portal and register a new account using your email or mobile number.
  2. Log In: Log in to the portal and select the 'Apply Birth Certificate' option.
  3. Fill out the Form: Enter all the required details of the child and parents accurately.
  4. Upload Documents: Upload a scanned copy of the hospital discharge slip or other necessary proofs.
  5. Submit and Pay: Submit the application. If the application is submitted after 21 days, an online payment for the late registration fee is required.
  6. Download Certificate: Once the Registrar approves the application, you will be notified via SMS. You can then download the digitally signed certificate from the portal.

How to Apply for a Death Certificate

The process for applying for a death certificate is similar to that of a birth certificate. The registration must be done within 21 days of the event to avoid late fees. The application can be submitted by a family member or a designated person.

  1. Register and Log In: Register and log in to the OBDRS portal.
  2. Select Application Type: Choose 'Apply Death Certificate' and fill in all the details of the deceased person and the event.
  3. Upload Documents: Upload the required documents, such as the death report from the hospital or a medical practitioner and identity proof of the applicant.
  4. Submit and Pay: Submit the application and make the online payment if it's a late registration.
  5. Download Certificate: Upon approval, the death certificate can be downloaded from the portal.
