Overview of Birth & Death Registration
In Mizoram, the registration of births and deaths is a compulsory legal requirement under the **Registration of Births & Deaths Act, 1969**. The **Directorate of Economics & Statistics** acts as the nodal agency, with the Director being the Additional Chief Registrar of Births and Deaths for the state. The entire registration process has been digitized and integrated with the central **Civil Registration System (CRS)** portal to ensure transparency and efficiency. Citizens can now apply for and obtain certificates with relative ease.
Online Application Process via CRS Portal
For births and deaths that have already been registered by the concerned authorities (hospitals, local registrars), citizens can apply for and obtain certificates online:
- Visit the CRS Portal: Go to the official Civil Registration System (CRS) portal for Mizoram at https://dc.crsorgi.gov.in/crs/.
- New User Registration: If you are a first-time user, register with your details, including a valid mobile number. You will receive a username and password.
- Log In and Apply: Log in to the portal and navigate to the application section for either a Birth or Death Certificate.
- Fill in Details: Provide the registration number and other mandatory details, such as the date and place of birth/death.
- Submit and Track: After submitting the application, you will receive a tracking number. You can use this to check the status of your certificate online. Once approved, you may be able to download the e-certificate.
Offline and Delayed Registration
For cases where the event was not registered within the stipulated time, a delayed registration process must be followed. The late fee and authority to approach depend on the delay period:
- Within 21 days: Free of charge. The event should be registered with the local Registrar of Births & Deaths.
- 22 to 30 days: A late fee of ₹10 is charged, and permission is granted by the local Registrar.
- 31 days to 1 year: A late fee of ₹100 is charged, and registration requires the permission of the Additional Chief Registrar (Director, Economics & Statistics).
- After 1 year: A late fee of ₹1,000 is charged, and registration requires an order from a First Class Judicial Magistrate.
The application forms can be obtained from the respective District Research Officer's Office or the Aizawl Municipal Corporation (AMC) office for events within their jurisdiction.
