The Ministry of Road Transport and Highways (MoRTH) provides comprehensive online services through the Parivahan Portal for all vehicle and driving license related services across India. Key features include:

1. Driving License Services

Types of Driving Licenses in India

  • Learning License (LL): Valid for 6 months, allows driving with qualified supervisor
  • Permanent Driving License (DL): Valid for 20 years (till age 50), then renewable every 5-10 years
  • Commercial DL: For driving commercial vehicles (taxi, bus, truck)
  • International Driving Permit (IDP): Valid for 1 year for driving abroad

Vehicle Classes for Driving License

  • MCWG (Motorcycle Without Gear): Scooters, mopeds
  • MC with Gear: Motorcycles with gear
  • LMV (Light Motor Vehicle): Cars, jeeps up to 7500 kg
  • LMV-NT (Non-Transport): Personal cars only
  • HMV (Heavy Motor Vehicle): Trucks, buses above 7500 kg
  • HGMV/HPMV: Heavy Goods/Passenger vehicles
  • MGV (Medium Goods Vehicle): Light commercial vehicles

Eligibility for Driving License

  • Learning License (MCWG/MC): Minimum 16 years (with parental consent)
  • Learning License (LMV): Minimum 18 years
  • Commercial Vehicle License: Minimum 20 years
  • Maximum Age: No upper limit for non-commercial vehicles
  • Must be physically and mentally fit to drive
  • Should not be disqualified under Motor Vehicles Act

Documents Required for Driving License

  • Age Proof: Birth Certificate, School Certificate, PAN Card, Aadhaar
  • Address Proof: Aadhaar, Passport, Voter ID, Electricity Bill, Rent Agreement
  • Identity Proof: Aadhaar, PAN Card, Passport, Voter ID
  • Passport-size photographs (4-6 copies)
  • Medical certificate (for commercial license or if above 40 years)
  • Form 1 (LL) or Form 2 (DL) - available online

How to Apply for Learning License (LL)

Step 1: Online Application

  1. Visit Parivahan Portal
  2. Select your state from the homepage
  3. Click on "Online Services" → "Driving License Related Services"
  4. Select "Apply for Learner's License"
  5. Choose "New Learner License"
  6. Fill Form 2 with:
    • Personal details (Name, Father's name, DOB)
    • Current address
    • Blood group
    • Contact details
    • Educational qualification
  7. Select vehicle class (MCWG/MC with Gear/LMV, etc.)
  8. Upload documents:
    • Age proof (PDF, max 1MB)
    • Address proof (PDF, max 1MB)
    • Passport-size photo (JPEG, specific dimensions)
    • Signature (scanned, specific format)
  9. Pay application fee online:
    • Two-wheeler: ₹150-200 (varies by state)
    • Four-wheeler: ₹300-400
  10. Submit application and note Application Number

Step 2: Book Slot for LL Test

  1. After application approval (usually 24-48 hours)
  2. Login to Parivahan portal with Application Number
  3. Click "Book Slot for LL Test"
  4. Select RTO, date, and time slot
  5. Confirm booking
  6. Take printout of appointment

Step 3: Appear for LL Test

  1. Visit RTO on scheduled date with:
    • Original documents
    • Appointment printout
    • Application form printout
    • Extra photographs
  2. Appear for computer-based test:
    • Multiple choice questions
    • Traffic rules, signs, and regulations
    • Passing marks: varies by state (usually 60%)
    • Available in multiple languages
  3. If passed:
    • Learner's License will be issued immediately
    • Valid for 6 months
    • You can also download from Parivahan portal
  4. If failed:
    • Can reappear after 7 days
    • Book new slot online

How to Apply for Permanent Driving License (DL)

Eligibility:

  • Must hold valid Learner's License
  • At least 30 days must have passed since LL issuance
  • LL should not be expired (valid for 6 months)
  • Should have practiced driving during LL period

Step 1: Online Application for DL

  1. Visit Parivahan Portal
  2. Select state and go to DL Services
  3. Select "Apply for Driving License"
  4. Enter LL number and Date of Birth
  5. Verify details and proceed
  6. Upload additional documents if required
  7. Pay DL test fee:
    • Two-wheeler: ₹200-300
    • Four-wheeler: ₹400-600
  8. Submit and note Application Number

Step 2: Book Slot for Driving Test

  1. Login with Application Number
  2. Book slot for driving test at RTO
  3. Select preferred date and time
  4. Confirm booking

Step 3: Appear for Driving Test

  1. Visit RTO on scheduled date with:
    • Original Learner's License
    • All original documents
    • Appointment slip
    • Vehicle for test (if not provided by RTO)
  2. Driving test includes:
    • For Two-wheelers: Figure of 8, straight line, slope test
    • For Four-wheelers: Reverse parking, slope test, traffic road test
    • Duration: 10-15 minutes
  3. Inspector will assess:
    • Vehicle control
    • Traffic rules compliance
    • Parking skills
    • Confidence and awareness
  4. If passed:
    • Permanent DL will be processed
    • Physical card dispatched in 7-15 days
    • Can download digital DL from mParivahan app
    • Valid for 20 years (till age 50)
  5. If failed:
    • Can reappear after 7 days
    • No additional fee for retest (in most states)

Driving License Renewal

When to Renew:

  • Non-commercial DL: Valid for 20 years (till age 50), then every 5 years
  • Commercial DL: Renewable every 3 years
  • Can apply for renewal 1 year before expiry
  • Can renew up to 5 years after expiry (with late fee)

Online Renewal Process:

  1. Visit Parivahan portal and select your state
  2. Go to "DL Services" → "Apply for Renewal of Driving License"
  3. Enter DL number and Date of Birth
  4. Verify current details
  5. Upload:
    • Recent photograph
    • Medical certificate (if above 40 years or commercial DL)
    • Address proof (if address changed)
  6. Pay renewal fee:
    • Non-commercial: ₹200-400
    • Commercial: ₹400-800
    • Late fee (if expired): additional charges
  7. Submit application
  8. Book appointment if physical verification required
  9. New DL will be dispatched after processing

Medical Certificate for Renewal:

Required if:

  • Age above 40 years
  • Commercial vehicle license
  • Form 1A from registered medical practitioner
  • Blood group and fitness declaration needed

Apply for Duplicate Driving License

If your DL is lost, stolen, damaged, or destroyed:

Online Application:

  1. Visit Parivahan portal
  2. Select "Apply for Duplicate Driving License"
  3. Enter existing DL number and DOB
  4. Select reason:
    • Lost
    • Stolen (attach FIR copy)
    • Damaged (attach damaged DL photo)
    • Destroyed
  5. Upload:
    • Recent photograph
    • FIR copy (if stolen)
    • Damaged DL photo (if damaged)
  6. Pay duplicate DL fee: ₹200-400
  7. Submit application
  8. New DL will be issued in 7-15 days

2. Vehicle Registration (RC) Services

About Registration Certificate (RC)

Every vehicle plying on Indian roads must be registered with the Regional Transport Office (RTO). The Registration Certificate (RC) contains:

  • Vehicle registration number
  • Owner details
  • Vehicle specifications (make, model, engine number, chassis number)
  • Registration date and validity
  • Hypothecation details (if on loan)
  • Insurance details
  • Emission norms compliance

Types of Vehicle Registration:

  • Permanent Registration: For vehicles registered in name of individual/company
  • Temporary Registration: Valid for 1 month for new vehicles (before permanent registration)
  • Trade Certificate: For dealers to move vehicles

How to Register New Vehicle

Process for New Vehicle Purchase:

  1. At Dealership:
    • Dealer will provide temporary registration (valid 1 month)
    • Temporary number plate issued
    • Dealer may offer registration assistance
  2. Documents from Dealer:
    • Invoice (proof of purchase)
    • Form 21 (Sale Certificate)
    • Form 22 (Delivery Certificate)
    • Insurance certificate
    • Pollution Under Control (PUC) certificate
    • Temporary registration
  3. Documents to Provide:
    • Address proof
    • Identity proof
    • Passport-size photographs
    • PAN card
  4. Registration Fees:
    • Two-wheeler: ₹300-600 + road tax
    • Four-wheeler: ₹600-1200 + road tax
    • Road tax varies by state and vehicle cost (usually 4-14% of vehicle cost)
  5. RC Issuance:
    • Physical RC card issued in 7-30 days
    • Permanent number plate provided
    • Can download digital RC from Parivahan/mParivahan

Online Tracking:

  1. Visit Parivahan Portal
  2. Select "Vehicle Related Services" → "Know Your Vehicle Details"
  3. Enter vehicle number or chassis number
  4. Track registration status

RC Transfer (Change of Ownership)

When buying/selling used vehicle, ownership must be transferred:

Seller's Responsibilities:

  1. Fill Form 29 (Notice of Transfer)
  2. Submit to RTO within 14 days of sale
  3. Provide buyer with:
    • Original RC
    • Form 29 copy
    • Valid insurance
    • PUC certificate
    • Copy of ID and address proof

Buyer's Responsibilities:

  1. Apply for RC transfer within 30 days of purchase
  2. Visit Parivahan Portal
  3. Select "Vehicle Related Services" → "Application for Transfer of Ownership"
  4. Fill Form 30 online with:
    • Buyer's details
    • Vehicle details
    • Seller information
  5. Upload documents:
    • Sale agreement/invoice
    • Buyer's ID and address proof
    • Original RC copy
    • Form 29 from seller
    • Insurance transfer/new insurance
    • PUC certificate
  6. Pay transfer fee: ₹300-500
  7. Book appointment for physical verification
  8. Visit RTO with all original documents
  9. Vehicle inspection may be done
  10. New RC in buyer's name issued in 7-15 days

Important: Both seller and buyer should complete transfer formalities to avoid future liabilities for fines/accidents.

Apply for Duplicate RC

If RC is lost, stolen, damaged, or destroyed:

Online Application:

  1. Visit Parivahan portal
  2. Select "Apply for Duplicate Registration Certificate"
  3. Enter vehicle registration number
  4. Select reason for duplicate
  5. Upload:
    • FIR copy (if stolen)
    • Damaged RC photo (if damaged)
    • Owner's ID proof
  6. Pay fee: ₹250-500
  7. Book appointment if required
  8. Duplicate RC issued in 7-15 days

Address Change in DL/RC

For Driving License:

  1. Visit Parivahan portal
  2. Select "Change of Address in Driving License"
  3. Enter DL number
  4. Provide new address
  5. Upload new address proof
  6. Pay fee: ₹200
  7. Submit and download updated DL

For Vehicle RC:

  1. Visit Parivahan portal
  2. Select "Change of Address in RC"
  3. Enter vehicle number
  4. If moving within same state:
    • Apply online with new address proof
    • Pay fee: ₹300-500
    • Updated RC issued
  5. If moving to different state:
    • Get NOC from current RTO
    • Apply for re-registration at new state RTO
    • Pay road tax differential (if applicable)
    • New registration number may be allotted

3. Traffic Challan Services

How to Check Traffic Challan

  1. Visit Parivahan Portal or eChallan Portal
  2. Click on "Check Challan Status"
  3. Enter vehicle registration number or DL number
  4. View pending challans with details:
    • Violation type
    • Date and location
    • Fine amount
    • Photo/video evidence (if available)

How to Pay Traffic Challan Online

  1. Visit eChallan Portal
  2. Enter challan number or vehicle number
  3. View challan details
  4. Click "Pay Online"
  5. Choose payment method:
    • Debit/Credit Card
    • Net Banking
    • UPI
    • Digital Wallets
  6. Complete payment
  7. Download payment receipt
  8. Challan will be marked as paid

Common Traffic Violations & Fines:

  • Driving without license: ₹5,000
  • Driving without insurance: ₹2,000 (first offense)
  • Over-speeding: ₹1,000-2,000
  • Red light jumping: ₹1,000
  • Not wearing helmet: ₹1,000
  • Not wearing seatbelt: ₹1,000
  • Drunk driving: ₹10,000 + 6 months imprisonment
  • Using mobile while driving: ₹1,000-5,000
  • Overloading: ₹2,000 + ₹1,000 per extra ton
  • Driving without RC: ₹5,000
