The Startup Sikkim initiative, primarily managed by the Department of Commerce & Industries, is designed to foster a robust startup ecosystem in the state. The main objective is to encourage entrepreneurship, create employment opportunities, and drive economic growth, particularly among the educated unemployed youth. The state's policy, known as the Skilled Youth Startup Scheme (SYSS), provides a range of benefits and incentives to help new ventures succeed.

Key Schemes and Benefits

The Startup Sikkim policy offers significant financial and non-financial support to eligible startups:

  • Fiscal Incentives: This includes various subsidies and reimbursements to reduce the financial burden on new businesses.
    • Project Subsidy: Eligible startups can receive a back-ended subsidy of 35% or 50% on their project cost.
    • GST and Stamp Duty Reimbursement: Startups are eligible for annual reimbursement of State GST and 100% reimbursement of stamp duty and registration fees for their first property transaction.
    • Digital Upgradation Subsidy: A subsidy is provided for capital expenditure on hardware and software, with a ceiling of up to ₹1 lakh.
    • Lease Rental Reimbursement: Subsidies on rent for co-working spaces or incubators are available for up to three years.
  • Non-Fiscal Support: The government provides a supportive environment through:
    • Incubation and Mentoring: Assistance is provided for new entrepreneurs to get training and incubation support.
    • Preferential Market Access: Startups may be given preference in government tenders, helping them secure business opportunities.
    • Simplification of Regulations: Efforts are made to streamline the process of obtaining licenses and clearances, reducing the regulatory burden on startups.

How to Apply and Eligibility

The application process is handled online, typically through the Startup India portal or the department's dedicated portal. Applicants need to submit a Detailed Project Report (DPR) and other relevant documents.

Eligibility Criteria:

  • Residence: The applicant must be a permanent resident of Sikkim with a valid Certificate of Identification (COI).
  • Age: The applicant's age must be between 18 and 45 years.
  • Family Income: The annual family income should not exceed ₹8 lakh.
  • Business Entity: The business should be a new venture not formed by the reconstruction of an existing business.
  • Education: Minimum Class V pass for general projects and a relevant technical certificate for technical projects.
