Overview of Mizoram Police Citizen Services

The Mizoram Police, under the oversight of the Home Department, Government of Mizoram, is responsible for maintaining law and order and ensuring citizen safety. While a dedicated online portal for e-FIR and lost article reports is not yet available, the department has a well-defined process for citizens to register complaints, file FIRs, and seek recourse through official channels. The central government's grievance portal is also a key platform for citizens to voice their concerns.

Filing a First Information Report (FIR)

An FIR is a crucial document for initiating a police investigation into a cognizable offense. In Mizoram, the process is as follows:

  1. Approach the Police Station: Visit the nearest police station in your jurisdiction to file a complaint for a cognizable offense.
  2. Provide Information: The Officer-in-Charge will record your information, either orally or from a written complaint. It is a citizen's right to receive a free copy of the FIR once it is registered.
  3. Refusal to Register an FIR: If a police officer refuses to register an FIR for a cognizable offense, a citizen can send a written complaint with the details to the Superintendent of Police (SP) of the district. The SP, if satisfied, can direct an investigation.
  4. Non-Cognizable Offenses: For non-cognizable offenses, the police will record an abstract in the General Diary and advise the complainant to file a case in the concerned court.

Reporting a Lost Article or Property

To report a lost article or a missing document, citizens should follow this procedure:

  1. Go to the Nearest Police Station: Visit the police station within whose jurisdiction the article was lost.
  2. File a Written Complaint: A written complaint detailing the lost item, the date, time, and location of the loss should be filed. The complaint should be addressed to the Officer-in-Charge.
  3. Obtain a Copy: The police will acknowledge receipt of the complaint and issue a copy of the entry made in the General Diary. This copy is essential for insurance claims and re-issuing important documents.

Online Grievance Redressal via CPGRAMS

Citizens who are not satisfied with the police response or wish to file a formal complaint against a public authority can use the Centralized Public Grievance Redress And Monitoring System (CPGRAMS) portal. This portal is a central platform for all state and central government departments.

CPGRAMS Services:

  • File a Grievance: Lodge a complaint online and receive a unique registration ID.
  • Track Status: Check the status of the grievance in real-time.
  • File an Appeal: If not satisfied with the resolution, an appeal can be filed.
