Eligibility Criteria for Startups in Haryana
To be recognized and avail benefits under Startup Haryana, an entity generally needs to meet the following criteria, aligning with DPIIT (Department for Promotion of Industry and Internal Trade) recognition and specific state requirements:
- Company Age: The period of existence and operations should not exceed 10 years from the Date of Incorporation/Registration.
- Company Type: Must be incorporated as a Private Limited Company, or Registered Partnership Firm, or a Limited Liability Partnership. (Sole proprietorships are generally not eligible for DPIIT recognition, which is a prerequisite).
- Annual Turnover: Should have an annual turnover not exceeding ₹100 crores for any of the financial years since its incorporation.
- Original Entity: The entity should not have been formed by splitting up or reconstructing an already existing business.
- Innovation & Scalability: Must work towards the development or improvement of a product, process, or service, and/or have a scalable business model with high potential for creation of wealth & employment.
- DPIIT Recognition: Mandatory to be recognized as a 'Startup' by DPIIT under the Ministry of Commerce & Industry, Government of India.
- Location: For Category 1 Startups (eligible for direct fiscal benefits), the registered office address must be in Haryana. Category 2 Startups (eligible for indirect/non-monetary benefits) may have their registered office outside Haryana but must operate through government-owned/supported incubators in Haryana.
- Haryana Udhyam Memorandum (HUM): The startup entity should possess a Haryana Udhyam Memorandum for statistical purposes.

Online Registration Process for Startups
The registration process for a startup under Startup Haryana is online and requires prior DPIIT recognition:
- Obtain DPIIT Recognition: First, ensure your entity is recognized as a Startup by DPIIT. This involves registering on the 'Startup India' portal (www.startupindia.gov.in) and fulfilling their criteria.
- Visit Startup Haryana Portal: Go to the official Startup Haryana web portal: startupharyana.gov.in.
- User Signup: Click on the "LOG IN / SIGN UP" button and then "REGISTER" to create a new user account if you don't have one.

- Initiate Startup Registration: Navigate to the "Startup Registration Scheme" or similar option.

- Step 4: Preview and Submit: Review all entered information. Accept terms and conditions and submit the application.
- Application Approval: The application will be reviewed. If approved by the competent authority, you will be notified via system notifications, email, and SMS. There are typically no fees for registration on the Startup Haryana portal itself.
